XPE is the xPL Plugin Editor, a Java based editor for creating and maintaining xPL plugin files. Plugin files allow tools like DCM and xPLHAL to be able to offer meaningful commands to end users in a simple, documented way. XPE runs on any system (Windows, Linux, Mac OSX, etc) that has a modern version of Java installed (1.5+)
